Stop crooked city parking tickets on handicapped drivers

I'm a senior and have a handicap sticker but I still got 3,000. Dollars of tickets wrote to the Judge he said pay the tickets. I don't have this kind of money . Stop crooked and illegal practices that hurt the vulnerable.
