Right to bear arms, conditionally!

So far, in 2017, there have already been 54,799 cases of public shooting. With 13,832 dead, and 28,130 injured, there is time to call about some change. Now everyone knows that if we completely take away guns then everyone that opposed would riot. So instead I say we take about a different approach on the matter, and add some more restrictive means to owning a gun. I believe that we should model these new policies on the country with the lowest cases of public shooting in the world , Japan. Of course we will need to change them to how our society. We cant just adapt all of the same laws as a different country when we have different cultures, beliefs, and ideas. So this petition is only to the attention of everyone. We no longer need to live in a country where the odds of being killed during an assault with a weapon, during the course of your life, are 1 in 370 or being killed in a mass shooting are 1 in 15,325. Now i understand that these numbers might be a little low for you to think that its important. But those are just this year, every year gun deaths in america keep rising and why would we let them rise when we can make them lower just by banding together and showing everyone that we do care!
