Urge Secretary Tillerson to send Governor Bill Richardson as a Special Envoy to the DR Congo

The DR of Congo has been under an unresolved Constitutional crisis since President Kabila second, and last term ended on December 19, 2016. After two failed political dialogues sponsored by the African Union and the CENCO, another looming crisis is approaching with no clear leadership to solve the stalemate at the end of December 2017.
As many superpowers are negotiating solutions to the DR Congo's crisis behind the scenes, it is imperative that the only Superpower with the means, and the knowledge of the intractability of the DRC politics, The United States of America be involved at a very high level, to solve this crisis. Therefore, we are urging Secretary of States, Mr. Rex Tillerson, to name former New Mexico Governor Bill Richardson, to be the US Special Envoy to the DR Congo, with the mission to solve the crisis before the end of the year 2017.
Mr. Richardson, beside being an Internationally known word class diplomat, has a broad knowledge of the problems of the DR Congo, and was already involved back in April 1997 in negotiating a peaceful transition of power at the end of former President Mobutu's Presidency.
The crisis in the Dr Congo is deep with President Kabila unwillingness to depart from power as required by the Constitution, a weak and divided opposition, and the desperation of an abandoned population that cannot get any relief from daily abuses by a disgruntled police force in big Cities, and various militias groups resulting in more than 5,000,000 deaths since 1998.
