The flooding in downtown Johnson city

The flooding in downtown Johnson city tennessee on 8/6/18 is one of many times that has caused major issues. It has recked Havoc on many local business . The city built the over flow to prevent such issues, and it is clear that it only made the issue worse. The water flooded many businesses along with public transportaion. And now the city of Johnson city states that it will cost tax payers $20,000 to resolve the issue. Tax payers should not be responsible for the city screw up . I propose that the city pays for it by themselves and not charge taxpayers . Tax payers did not make the situation worse the city did if they would have built a retaining wall on both sides of the overflow this more then likely would not have occurred
