Make It A Law to Spay/Neuter Pets, End Massive Euthanization of Dogs and Cats at Shelters

The overpopulation of pets in America has been out of control for years. Animal Rescue groups are full and overextended. Millions of animals are euthanized every year. Gandhi summed it up completely: "The greatness of a nation and its moral progress can be judged by the way its animals are treated". The law will be enforced by each county's/borough's Board of Appointed Volunteers. Income from fines will go into enforcing the law (court fees, etc.)

1. Any pet owner wishing to breed their pet would be required to obtain a PERMIT TO BREED. This would also require breeders to pay income taxes as a business and to uphold ethical standards with the breeding operation. A breeder would have to show that the pets being used for breeding were clear of hereditary defects and in a good state of health, maintained breed standards and properly vetted through vet records in order to obtain a permit to breed. Proof of breed registration would also be required. This would eliminate many backyard breeders and many poor quality pets being brought into the world just for profit. This, however, would not prevent reputable breeders from breeding."

2. FIRST OFFENSE of breeding without a permit, will result in a $100 fine. This fine will be waived with the proof of spaying or neutering the pet.

3. SECOND OFFENSE of breeding without a permit will result in a $500 fine AND 25 hours of supervised and documented pet rescue volunteer work.

4. THIRD OFFENSE of breeding without a permit will result in a minimum of a two week INCARCERATION.

5. FOURTH OFFENSE of breeding without a permit, the individual will be tried in court for a felony charge.

Overpopulation of dogs and cats is a huge problem that needs to be resolved. Millions of animals are taken to shelters each year and money is spent to house and feed them for a few days and then to euthanize them. Stop the problem before it happens by making pet owners take responsibility. Spaying or neutering dogs and cats should be a law unless a permit is filled for responsible breeding. Help put an end to this travesty of homeless pets!
