Problem

Transmitting wireless antennas, such as those on cell towers, pose a credible risk and should not be permitted in residential neighborhoods, near homes, schools, parks or hospitals.

Our community is opposed to the installation of the proposed cell phone tower in our residential neighborhood and specifically at the Trinity United Methodist Church (TUMC), located at 1716 Komo Mai Drive, Pearl City, Hawaii 96782.

Not only did Centerline Solutions fail to deliver a clear and informational presentation at the Pearl City Neighborhood Board meeting, they were also unsuccessful in addressing the concerns of the residents that were in attendance and of the community at large.

Solution
We urge the Director of the Honolulu Department of Planning and Permitting (DPP), Kathy K. Sokugawa, and Planner Jordan Dildy, to deny Centerline Solutions' application for a Conditional Use Permit-Minor (DPP File # 2018-CUP-59), as well as deny their request for waivers that would allow Centerline Solutions to construct a 60-foot tower that exceeds the 25-foot tower height limit, and their request for allowing minimum yard setbacks to the tower site to be less than the required distances (DPP File #2018-W-44).

Personal story
The surrounding area is a residential community. These are families with kids of various ages, and the Alphabetland Preschool Hawaii is in operation and onsite on the TUMC property.  We do not want our families to be in direct exposure to the proposed cell phone towers.

We have the following concerns:
1. Residential Location: The proposed sites for building the cell towers are in the heart of our residential neighborhood surrounded by families with children.

2. Health and Safety Impacts on Community Residents: There is continuous and growing evidence of negative health impacts on humans and animals when exposed to cell tower emissions while living in close proximity to the site.

3. Devaluation of Homes and Property: A number of organizations have conducted studies that document the detrimental effects cell towers have on property values. Peer-reviewed studies find that property values decline by up to 20 percent near cell towers.

4. Noise Level Disruptions: Cell tower hum emitted from the tower's commercial equipment, i.e., cooling fans and generators, and the fact that maintenance could be performed on said equipment 24 hours a day, 7 days a week, 365 days a year in a residential community should not be allowed. This is commercial/industrial noise pollution and should be banned from residential neighborhoods.

5. Aesthetics: Having a cell tower installed in a residential neighborhood is a "visual pollution." The 60-foot tower will be an unsightly eyesore. Disguising a cell phone tower as a 60-foot stealth monopine, when there are no pine trees or structures that come anywhere close to 60 feet tall in the community, will simply not work. Faux branches will require more maintenance as they deteriorate and fall off resulting in plastic debris that will add unwanted contaminants to our environment.
