Change the law for child support

I feeling though the law for child support should be changed as in both parents should pay half for the child it's like what ever parent is on child support their taking care of two homes I feeling though that is unfair I also feel as if one parent is on child support the other parent should aleast be working and it also is unfair to keep sending someone to jail cause they are haven't a hard time finding a job
