To change how the theory test is done for learning disability

What i am trying to do is to change the way it is done for people having learning disabilities
to help them pass has for myself i am struggling to understand what the question are and finding it hard and I'm sure that there is many more people in the same vote.
what i think may help people to do the theory test with driving instructor has if you was doing your practical test and be with another instructor.
To give a higher chance to pass the theory test and have extra help.
There is help for people what are deaf ie college etc but there very little out there for people ie dislyic
