Stop stores and restaurants from offering wasteful pre-made food items

We have people who are going hungry and stores throw food away rather than taking them to homeless shelters or soup kitchens for fear of some kind of litigation. They're not even allowed to set the food outside for people to take.(Schools also throw meals out and we have found elderly people going through the garbage to get the meals, many of which are unopened.) I was in a convenience store and one of the workers told me they literally have a room half filled with food that's going to be thrown away because the sell by date of the pre-made food has passed. It is perfectly good food. People need to take the time to place their order and wait for their food to be made. In fact, many people do and ignore the premade food anyway. A sandwich or a salad does not take that long. If you don't have the time, don't go for it. Make Pennsylvania the first state to do something about this. People should be able to get food that would otherwise be wasted (and that they need) with dignity. Our poor and elderly should not have to go through trashbags and dumpsters!
