We are asking for your support of a petition to Kenosha Mayor John Antaramian with a request that the City of Kenosha Police begin enforcing state and local laws regarding traffic noise and speeding, particularly along 51st Place adjacent to Kenosha Harbor, along both 54th and 56th Streets within Harbor Park and along 3rd Avenue south of downtown.
Specifically, we are asking for police enforcement of Wisconsin State Statute 347.39 and Wisconsin Administrative Code 305.20 which set standards for vehicle mufflers. The statute reads in part that a person cannot operate a vehicle "unless such motor vehicle is equipped with an adequate muffler . . . and properly maintained to prevent any excessive or unusual noise, or annoying smoke." The statute also states that exhaust systems cannot be modified "in a manner which will amplify or increase the noise emitted by the motor above that emitted by the muffler originally installed on the vehicle."
Second, we are asking for police enforcement of local ordinances regarding noise and speed of sport motorcycles, commonly known as "crotch rockets." The noise from just one of these vehicles at moderate-to-high speed can be heard all over downtown, and their operators commonly disregard speed limits and neighborhood stop signs.
We see this and we hear it every day. We are simply asking the Kenosha Police to make these vehicle operators respect our neighborhoods, respect our physical safety and respect a reasonable expectation of peace and quiet.
