Don't ban players for using Curse Voice

Curse Voice is a great tool for SoloQ. As you know we don't have a voice chat in League of Legends. This is different to Dota 2. Curse Voice makes teamwork a lot easier then it was before.

I agree with Riot to remove the spawntimer but the InGame-Overlay should not be a reason to ban players from the game. Riot announced that it might be better to swtich to another tool but there is now tool which makes it so easy to get all players to a voice chat you are playing with.
