Sheriff Donny Youngblood of Kern County, California, has been in office for 12 years and plans to run for re-election again this year.
Now a video from his 2006 campaign has emerged, in which Youngblood tells his audience that it's financially better to kill suspects than to "cripple" them.
In addition to this damning video, during his time in office Youngblood has asked that Kern County be labeled a "law and order" county and has stood up for deputies accused of misconduct.
Under his watch in 2015, 13 people were killed by police in Kern County, the highest rate of police killings in the US for that year.
