ضعوا حداً لسوء إدارة النفايات في لبنان - #اوقوهم

لقد كنا وما زلنا نعاني من سوء إدارة النفايات والسياسات والإجراءات التي اعتمدتها الحكومة، مما أدى إلى تراكم وتعفن أطنان من النفايات في شوارعنا، والتخلص من النفايات غير المفرزة في المكبات البحرية وتلويث التربة والبحر الأبيض المتوسط، وازدياد المكبات العشوائية التي تحرق فيها النفايات مما له عواقب صحية مروعة. وعلى الرغم من احتجاجاتنا، فقد فشلت السلطات تماما في تنفيذ سياسة مستدامة لإدارة النفايات، وهي الآن تتجه في عجزها إلى أبعد من ذلك لتقرر توسيع المكبات البحرية وزيادة تلوث البحر. ومن الواضح أنها تنتهك القوانين والتشريعات الوطنية بما في ذلك قانون حماية البيئة 444/2002، فضلا عن اتفاقية برشلونة لحماية البيئة البحرية والمنطقة الساحلية للبحرالأبيض المتوسط. وبالإضافة إلى ذلك، فإنها تسعى إلى اعتماد المحارق كحل للتخلص من النفايات. هذا الحل هو الأقل تفضيلاً بحسب دراسات تقييم الأثر البيئي الوطنية لأنها معقدة من الناحية التكنولوجية، وخطرة جداً في حال سوء الإدارة، وهي الأغلى بين جميع الخيارات. هذه التقنية مرتبطة مباشرة بإلحاق الضرر بصحتنا حيث أن الملوثات المنبعثة من المحارق شديدة السمية. هذا الخيار يلغي كل الاحتمالات لإعادة التدوير الذي هو الحل الأفضل بيئياً واقتصادياً

وقد أظهر المواطنون بالفعل قدرتهم ورغبتهم في إعادة تدوير النفايات وهناك أكثر من 50 بلدية تطبق برامج الفرز من المصدر، وأكثر من 500 مدرسة و5000 أسرة في بيروت تقوم بفرز نفاياتها. ناهيك عن أن إعادة التدوير والتسبيخ يخلق فرص عمل 10 مرات أكثر من خيار الحرق

هناك استراتیجیات أکثر کفاءة وأقل کلفة لإدارة النفایات متاحة ومناسبة لبلدنا ولکن السلطات لا ترغب في رؤیتھا

وهذا يجب أن يتوقف، علينا أن نتحمل المسؤولية ونرغم السلطات على وضع حد لهذا الوضع وإجبارهم على الاستماع إلينا

إلى مجلسي النواب والوزراء اللبنانيين 

إنني مواطن لبناني شديد القلق إزاء سوء إدارة النفايات الصلبة في بلدنا. حتى الآن لم يتم تنفيذ أي سياسة أو خطط مناسبة لإدارة النفايات في لبنان وما زلنا نواجه خطر التخلص من النفايات غير المفرزة في المكبات البحرية وتلويث التربة والبحر الأبيض المتوسط والحرق العشوائي في المكبات مما يولد عواقب صحية مروعة لنا وأبنائنا

إن سوء الإدارة هذا يقود البلد إلى كارثة صحية وهذا يجب أن يتوقف

:أطلب منكم اتخاذ إجراء فوري من أجل

وقف توسيع المكبات البحرية وتلوث البحر؛-

 وقف الحرق العشوائي للنفايات في لبنان-

الامتناع عن اعتماد المحارق للتخلص من النفايات الصلبة المنزلية في لبنان-

 اعتماد استراتيجية متكاملة لإدارة النفايات الصلبة تأخذ في الاعتبار مختلف أنواع النفايات وتستند إلى     المبادئ التالية

 التمسك بحق كل مواطن في بيئة نظيفة وصحية-

 الحفاظ على البيئة والأملاك العامة للأجيال الحالية والمقبلة-

 الأخذ بعين الاعتبار القيمة المضافة الاقتصادية والاجتماعية لإدارة النفايات من حيث خلق فرص العمل     وزيادة الدخل

 إن جميع المواطنين الذين يساهمون في المشكلة المتنامية يجب أن يكونوا جزءاً من الحل-

 الترکیز الأساسي علی تعزیز وتنفیذ مبادئ التخفيف، إعادة الاستخدام، وإعادة التدوير-

التوعية والتثقيف مع التركيز على التخفيف من استهلاك الموارد وتحويل النفايات إلى مورد-

 الاستفادة من القدرات والتجارب المحلية القائمة-

 تعزيز الشراكة بين القطاعين العام والخاص بما في ذلك عملية إدارة النفايات-

 وضع السیاسات والإطار المؤسساتي اللازم-

 تطوير آلية تكيفية مدمجة للرصد والتحسين المستمرين للنظام-

أنت مسؤول عن تبني استراتيجية لإدارة النفايات الصلبة تحترم القوانين البيئية والصحية ومصممة لحماية صحتنا

 

We have been suffering from the government waste mismanagement policy and actions for years now, which led to tons of garbage piling up and rotting on our streets, unsorted waste disposed of in improper coastal dumps polluting the soil and the Mediterranean sea and open burning trash sites generating dreadful health consequences. Despite our protests, the authorities totally failed in implementing a sustainable waste management policy and now they are going even further in their incapability by deciding to enlarge existing coast dumps and increasing sea pollution. They are clearly violating national regulations including the environment protection law 444/2002 as well as Barcelona Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean Sea.

Additionally, they are pursuing, as a solution, the installation of incinerators. This solution is least favored by national environmental assessment studies as it is technologically complex, very risky in case of and prone to mismanagement and is the most expensive of all options. It is directly related to harming our health as the residual pollutants released from the incinerator are highly toxic. This option eliminates all possibilities for recycling, which is the more environmentally and economically accepted solution.

The people have already shown their capability and willingness to recycle with more than 50 municipalities doing programs for sorting at source, more than 500 schools and 5000 households in Beirut sorting their waste. Not to mention that recycling and composting create 10 times more job opportunities than the incinerator option.

Simpler, more efficient and less costly waste management strategies adapted to our country are available but authorities just don't want to see them!

THIS HAS TO STOP, we have to take responsibility and force the authorities to put an end to this situation and force them to listen to us.

To the Lebanese Parliament and Council of Ministers, 

I am a Lebanese citizen extremely concerned about the mismanagement of solid waste in our country. Till date no valid waste management policy nor plans have been implemented in Lebanon and we are still facing the risk of having unsorted waste disposed of in coastal dumps polluting the soil and the Mediterranean sea and open burning in dump sites generating dreadful health consequences to us and our children.

This mismanagement is leading the country and us to a health disaster and this has to stop.

I ask you to take immediate action to:

-  Stop the extension of coastal dumps and the pollution of the sea;

-  Stop the open burning of waste in Lebanon;

- Refrain from adopting incinerators to dispose of Lebanon's municipal solid waste;

-  Adopt an integrated solid waste management strategy taking the different types of waste into consideration and based on the following principles:

  1. Upholding the right of every citizen to a clean and healthy environment.
  2. Protection of the common (public) goods for current and future generations.
  3. The importance of addressing economic and social value in addition to waste management in terms of job creation & income generation.
  4. All citizens contributing to the growing problem and the potential to be a part of the solution.
  5. Primary focus on the promotion and implementation of the 3R principles. (Reduction, Reuse, Recycle)
  6. Awareness and education with a focus on resource reduction & waste-to-resource conversion.
  7. Building upon existing local capacities and experiences.
  8. Strengthening public-private partnership including community-based waste management process.
  9. Putting the necessary policy and institutional framework in place.
  10. Developing a built-in adaptive mechanism for the continuous monitoring and improvement of the system.

It is your responsibility to adopt a Solid Waste Management strategy that respects environmental and health laws designed to protect our health.

Hello eco-warriors!
We have been told our signature target was a bit too ambitious :) our answer is "don't tell us the sky is the limit when there are footsteps on the moon"! Out of 4M lebanese living in Lebanon and up to 14M abroad we trust that Lebanese at heart will opt for a safe and sustainable waste management policy for their country.
