Reform Tenure to benefit the students of the education system as well!

The current Issue with tenure is that a handful of teachers with tenure take the idea of job security and use it to their advantage. Being lazy in class ultimately ruining the education of many students. I want to invoke a reward program to teachers with tenure who perform above average and punish the teachers with tenure who perform really below average. Performing below average will result in termination of the teachers contract or suspension without pay.
