a) Kenneling in a home where dogs are given attention and love is significantly more humane than a commercial kennel where dogs are either kenneled for the majority of the day or left free to interact with other dogs but relatively unattended.
b) This policy would infringe on the rights of property owners to use their land as desired, and
c) That through the use of Conditional Use Permits with set conditions (particularly regarding safety, noise control, smell/cleanliness, and humane treatment of animals) the rights of both property owners and neighboring residents can be met.
