ONTARIO CANADA CHANGE ANIMAL WELFARE SYSTEM AND LAWS

OUR ANIMALS HAVE NO PROTECTION AGAINST HUMANS!

Ontario animals are neglected, Abandon, mistreated by owners and facilities, Victims of Hoarders, Scammers, Flippers, Dog Fighting, Puppy Mills and Back Yard Breeders and the list goes on. We have also seen an alarming rate of Animal abuse and cruelty throughout the Provinces. Ontario being the highest then other province we are # 1. Population of Livestock are dying from barn fires in which laws and building codes must be updated.

We need a serious Reform of are system and laws and by laws for the Welfare of our animals in ONTARIO.

I have been studying Ontario animal kingdom and wondering where do we start and how can we make a change to a better Ontario and our societies where animals and humans live together in harmony.

Since the arrival of the first European settlers 500 years ago in what would later become Ontario, at least 50 of our plant and animal species have disappeared entirely from the Earth and at least 20 others are no longer found in Ontario. At present, according to the Committee on the Status of Endangered Wildlife in Canada (COSEWIC), which is responsible for assessing the status of wildlife species believed to be at risk, over 500 species are now at risk in Canada and Ontario.

Today, Canadian animals are facing new threats such as:

1, Notably the destruction of their habitat
2. Large amount of Animal abuse and cruelty
3. Euthanasia, Homeless, abandon
4. Breed Specific legislation laws
5. contamination of their environment.
6. Live Stock fires
7. Violence
8. Farmland disappearing
9. 1000 of pets missing /Stolen

Ontario habitat and animals are disappearing at a tremendous rate in almost all parts of Ontario. Wetlands are being filled in, forests fragmented, and grasslands ploughed and fenced, Barn fires and not to mention Breed Specific Laws and animal curelty /neglect is at a high

What we do know is animal welfare system and laws have remained largely unchanged since 1892. Recent amendments have increased penalties, but the application and scope of the current laws remain ineffective.

Canada and Ontario animal cruelty legislation is outdated and lags far behind places like Hong Kong, Australia and Europe. In Canada, animals are not protected equally as the criminal code does not provide a clear definition of "animal", but rather, refers to specific animals and protects them differently.

Ontario offers virtually no protection for wild and stray animals, and the un-owned animals which have less protection than owned animals. This means that our current laws are not fit for purpose nor do they reflect the morals of our nation and Ontario.

Our Government needs to make the system better Canadian Provincial and federal animal law protection acts far stronger and more effective.

In the last 2 years Animal Cruelty and abuse in Ontario is on the rise.

OSPCA has not preforming up to standards and 100's complain daily to Community Safety and Correctional Service and now Ontario animal lovers are fed up and want change. Our Goverment gives OSPCA 10 million dollars to a Private Owned Company with 12 directors. But we see no change is made even other societies are dropping off their board. People are not coming to drop animals off or surrender they go to local rescues or Human societies due to no trust. Which has brought Ontario residence taking things into their own hands by social media which is not helping our fight.


We noticed in the last 2 years other townships are struggling and need larger facilities. Some OSPCA shelters are bringing in imported animals adding onto our problems. Some of these spca are fighting among themselves with head office. They Have lost control with the public and trust. Even their own affiliates sponcers and other Societies are removing themself.

We Notice that Provincial prosecutions do not hold a record, and this could allow abusers to just move to another province and continue their abuse because there is no record that will follow them.

We have also noticed records must be open to public which deals with rescues to breeders and shelters across Ontario…. We need federal and provincial laws to lead the way.

We Need Animal control and the OSPCA to have the same enforcement. Or develop a New enforcment with an appointed minister that will handle animal control and Wildlife as a team were all agencies are one.

We need change in municipalities that they follow same rules and regulation through out Ontario so no confusion to Ontario residence. We also need Municipalities to work together as a team which they havent in awhile.

Ontario has changed, and we know from research that violence is happening all around us. Our Psychiatry and medical association has linked that a person that does an act of Animal violence they will also have a strong impact to abuse towards people in their lives and domestic violence.

What we have learned over the years is that the public perception is that Animal Cruelty is on the increase in Ontario due to media and events. This perception/reality has been brought about through Social Media channels such as Facebook. Crimes against animals are now very quickly published and shared across the country or the world by a simple click of a mouse. Very quickly as a story gains momentum it can attract tens of thousands of viewers and comments

By accessing these Social Media Channels we see that Ontario residence are concern for animal welfare and our system by doing a quick search on Google or facebook of animal will generate thousands of pages in response and Organizations Crying for help for change and solution.. Not to mention thousands of petitions. Animal abuse investigations and prosecutions have become daily events.

We have also notice that many organizations and foundations that are popping up everywhere in the internet world. Non-Profit for rescues applications are being handed out like candy by our government. Which have dampened the good rescues no one is reviewing applications.

Unless we banded together and unite that's when we will see change. Where politicians hear Ontario residence voices that there is issues in our system issues and need immediante investigated and help find a solution. It seems everyone is fighting from SPCA and Humane Societies, Activist against Advocate and so on…Their no trust anymore and this is causing more damage then helping our cause. Public doesn't trust anymore. We need a Goverment to bring harmony to all voices,

Ontario is in need of a new system that will handle all aspects dealing with animals, wildlife and farming a place where we can trust that care about our family friends and make a change for a better future. Once we develop our goverment system then we can make Changes to Protect Animals , Ownership responsibility laws and by laws, Wild Life Protection in Ontario and to start educating .

We believe that every animal has the right to be counted as an individual.

Things we hope to change and make a difference is:

2. All shelters and rescues be monitored & Inspected
3. Canadian Animal Count Data Base
4. Puppy Mills, Breeders Stopped
5. All animal abuse under Federal and Provincial law be public knowledge to rescues and others
6. Breeder laws and regulations
7. More clinics to Open affordable for pets
8. Stop Breed Specification
9. Better Regulations for Rescues
10. Ban Gas Chambers & Heart Stick Killing
11. Better government funding for rescues and shelter.
12. Empty shelters
13. Better laws for hunters as per rules and regulations
14. Live Their Lives Out in Sanctuaries
15. No Animal Left Behind
16. Strong Abuse Punishments
17. End to Dog Fighting
18. Pet "Owner " Changed to Pet "Guardian"
19. Laws Changed So That Pets Are Not Viewed as Property
20. Animal Abuse Registry
21. Ban the Sales Of Pets Sold IN Stores
22. The Next Generation *TAUGHT * To & Respect Animals brought into schools
23. All Employees and volunteers Will Be Bonded
24. Mandatory to Take Some Animal Training Classes for adopter
25. Breeder Regulations and count
26. All Pets that are sold or adopted design packages with information about breed and information about pet.
27. Better educations on wildlife in communities and awareness so they can live side-by-side with people
28. Transportation laws more effective
29. Promote more affordable veterinary Care and cap the price

It is our job to be the voice for creatures who cannot speak up for themselves. As a nation we need to make it our priority to come together and ensure the safety of our beloved pets.

CHANGES WE NEED ONTARIO- DETAIL

1. We need an Minister to handle all Animal Welfare services – they will be responsible to coordinate OSPCA, Humane societies, Shelters, Pounds on municipalities, Rescues, Volunteers, Animal Cruelty, Permits etc. Must know al laws from Provincial to Federal.

2. Ontario needs to do a Statistics animal count - by doing this it will work with a cross-section of animal welfare agencies and banded them together to create and share an animal Database that will enable the measurement of progress in animal welfare, cruelty and to inspire life-saving collaboration that will have a positive impact over time. This will be for Fostering organizations, animal care and control agencies, and any organization that is involved in activities such as animal adoptions, transfers, etc. and have intake and outcome data to contribute. By doing this it will improve visibility and reporting options for grant applications, fundraising and coalition-building efforts, and opens the door to Canada and Ontario where we're all working better – and smarter – together. But we can't do it without you! all animal Organizations, Rescues, Activist, agents and Breeders will unite them together to help change laws in Canada and Ontario to protect animals and build a neutral place to share data.

3. CANADA – Ontario Needs Canadian Animal Justice Tribunals (CAJT) … What it will be is a tribunal with a mandate to resolve applications and appeals brought under statutes relating to Animals and Pets such as Governs over Animal services, Animal Cruelty, Animal rights, Applications, Licencing, Registration, etc...

(CAJT) Will Be the First in Canada and will handle disputes. and resolve disputes between Owners and Agencies, Rescues and Adopter, The will also hear appeals from people seeking Help such as rescues and Pet Ownership and complaints from those who feel the service they received from societies has been unfair. We will deal with applications about human rights and the rights of animals and Animal Cruelty etc.

I believe Canada and Ontario needs a system to be put into place. Due Our Courts are back logged. Holding time for animals in custody with a agency is taking to long to process.

It will choose 12 judges with outstanding background of animal right Laws and Animal Cruelty. People who appear before the CAJT tribunals have a right to fair and accessible dispute resolution, and that is our primary commitment to the animal world.

4. More regulations on rescues and permits – pertaining to inspections, farm fires inspection, more permits to better control

5. Breeders regulations and permits- Permits to breed and sale like a business and count for every puppy and litter control.

6. BY building these structures and fees to breed we may be able to contribute to subsidize neutering and spaying of animals. More grants can be giving to the need rescues.

7. WE need control over the veterinary association their prices are out of control lately making it hard for Ontario people to afford. Due to high rabies in Ontario. And fixing .

8. Turn into a better environment for Ontario pet owners and grab control over population that if you fix your pet you can write some of this off in taxes.

9. Also one of the biggest and needs to be looked at is the ban of breed. I think now that we made impact maybe we can control better the problems we all know its owner's responsibility doesn't matter breed and we know there are many pit bulls still in Ontario. They are just changing names. I have also a solution for this I still believe some laws still need to be in play and some new ones be created better. These are amazing dogs in right owners hands.

10. We need to build a government agency to bring more agents into the field to monitor and control. Ontario residence have lost trust in agencies now. OPP and Police have hands full now due to a grown province. We can use people that come outta school for police as a stepping stone.to the police force

11. We also need all municipalities to follow one law that it applies with all of Ontario. due to mass confusion to Ontario not know there restrictions and laws…Some haven't even changed and some are pretty strange ..

12. We need animal control with same power to step up to the animal welfare act.
