Say YES to The Pavilion in the Park IN Donovan Park for ALL of Peoria !!

WE THE UNDERSIGNED petition the Peoria Park District to cast a vote of approval to locate the "Pavilion in The Park" IN Donovan Park.

This Petition is in strong support of this vitally important project in the very heart of Peoria, where people from every walk of life can gather, interact with nature, learn and intern in a real world environment, be entertained by performers from all around the world, and experience the true meaning of one of the Peoria Park District's most visionary phrases, "Park Possible."

This Petition enumerates –

NINE REASONS TO APPROVE THE PAVILION  IN DONOVAN PARK: 

1. SO MUCH MORE THAN A CONCERT VENUE

The Pavilion will serve as a hub for "Building Community" via hosting current and future Peoria Park District Programs, Activities, Interactive Environmental Experiences, Community Education, Internships, and Master Classes for all. The Pavilion in The Park will be home to Seminars, Conclaves, Podcasts, Graduations, Weddings, Competitions, Concerts, Musicals and Plays.

2. OPEN SPACE  |  PARK DISTRICT MASTER PLAN LOCATION

The Pavilion in The Park and its park-like parking area will occupy approximately 7% (18 acres) of the 125 acres of Donovan Park with less than 2 of the 18 acres as "non-green space". Donovan Park is centrally located within the 9000 acres the Peoria Park District currently owns and/or manages. Its placement in the Southeast Corner of Donovan Park was determined by Park Staff in 2019.

The Peoria Park District Master Concept Plan for Donovan Park designates this area of the park as an "Intensive Use Area" noting "low slopes which minimize development cost".  It specifically designates "Building" as one of the 'intense uses'. 

The Pavilion's plans to plant 250 trees and native plants for landscaping to "elevate open space" creating beauty and function with "themed interactive experiences".

The Pavilion in The Park location is in the very center of the 3 Peoria Park District Voting Districts. It will become an asset for attracting people to experience Donovan Park with all that it offers, as well as the business area around it. [ Keller Station. Junction City. The Peoria Heights Business Corridor]

3. A PEOPLE PAVILION

The Pavilion in The Park is more than a Concert Pavilion.  It is a "Community Pavilion." elevating Social Equity, harmonizing with the Environment and stimulating the Economy as a world class and precedent-setting place to gather. 

The Pavilion is a cultural asset for recruiting and sustaining needed talent for local businesses and corporations – especially the medical community. It will provide a welcomed boost to Peoria on both an economic and cultural level.

The Pavilion has offered the Park District Board of Directors $100,000 a year as part of the Land Use Agreement.

The Pavilion in The Park provides Central Illinois with a highly significant new resource for Educational Programming as well as Community Outreach. Pavilion Internships will offer opportunities to learn and earn education credits and will serve as a platform for launching careers. 

The Pavilion IN Donovan Park will fuel a much needed economic engine for Peoria, the Park District, the Knoxville-Peoria Heights Business Corridor, and the Region. 

4. PAVILION IN THE PARK BOARD AND ITS BELIEVERS  |  FUNDING

They are "Dreamers and Doers" who love this community, and who want the very best for ALL who live, work and play here – not for just a few. The Pavilion in The Park is a 'Gathering Place' for the ages… All ages. 

The Pavilion in The Park is privately funded and no tax dollars will be used to construct or maintain it. It is a 501(c)(3) Not For Profit with a firm commitment to earmark funds for Community Contributions and Grants.

5. NEIGHBORS: THE OBSERVATORY  |  THE SCULPTURE GARDEN

The Pavilion in The Park is a discovery magnet for The Observatory. The Pavilion estimates thousands more visitors a year will experience the Observatory and become active in its wonderful purpose. The event programing is anticaped to end approximately at 10pm, not effecting the Observatory.

The Sculpture Garden will benefit from The Pavilion in The Park's ability to attract thousands of families, tourists, park lovers and art enthusiasts each year from places near and far to observe and imagine, admire and appreciate the genius on display.

6.  THE 'PARK' IN PARKING LOT

The Pavilion in The Park is passionate about maintaining the aesthetics of the park-setting and therefore has plans to build a "Grass-growing Paver Parking Lot." This will give a substantial aesthetic advantage, with the overall visual impact like the rolling terrain of a golf course.

7. JOBS

The Pavilion in The Park has established a Design-Build relationship with CORE Construction which will employ hundreds of Union Workers, empower Peoria's workforce, and grow our local economy.  The operation of the Pavilion will provide numerous jobs and volunteer opportunities.

8. COMPETING VENUES

With respect to entertainment in the area, The Pavilion in The Park is a unique Indoor / Outdoor venue. Instead of competing with other venues in the area, it actually collaborates with them. Open from April to October, The Pavilion allows more Acts to "Play in Peoria" during those months. More Acts translates into more visitors and more jobs – which increases Tax Revenues for the city, which ultimately benefits the Peoria Park District.

 9. LEED POSSIBILITIES

The Pavilion in The Park is brilliantly designed to channel light and sound downward and toward the outdoor berms. The Pavilion Planners are exploring the implementation of Integrative Design Processes such as: Storm Water Recycling and Filtering; Innovative Landscaping Solutions; Natural Landscape Solutions where they propose planting over 250 pine trees; Recycling and Material Re-use; Sustainable / Renewable sources for building materials; Low Energy use due to no heat or air conditioning for the auditorium; Innovative Mechanical Solutions with natural pagoda-like ventilation and Convective Air Circulation; Lower lighting energy use; Dark Sky Down Lighting for parking lot lighting solutions; Acoustical materials; Construction Waste Management and more.

Therefore, by my affixing my signature to this Petition, as part of the public input, I signify my complete support for this project with a "YES" vote and request the Park Board of Directors to approve.
