A puppy reportedly cried, cowered, and tried to run away while being violently struck, dragged across concrete, and shoved against a metal pole.
The abuse was caught on video. A court later described the treatment of the puppy as "absolutely outrageous." Yet the punishment was just a fine, and no order was issued preventing this person from owning animals again. That means more animals could still be at risk.
