Reopen the Investigation on 2 Metro Animal Control Officers (Billy Biggs & JD White) COVERUP...

Around April - May 2014 Officers Billy Biggs and JD White were suspended for 30 days with pay because of their possible involvement in an alleged Drug Dealer / Dog Fighting Ring by loosing or misplacing complaint documents over 3 years which meant the death of several dogs due to dog fighting. There was an in house investigation which cleared the 2 officers or basically covered up their involvement and I would like a 3rd neutral agency to do the investigation. My questions are if they weren't on the take or bribed how did X officer Billy Biggs (retired or fired) end up with a $30,000 Harley Davidson and JD White a Brand new Ford PIck up worth around $40,000 on a Dog Catchers salary?  City of Nashville will not provide any information as to their findings or involvement in this case.  Within a few Months after closing their investigation, Billy Biggs mysteriously retires at age 52 with full benefits and a pension, JD White is promoted to Head Dog Catcher and the Director of Animal Control quits.  The only way were going to get answers is by signing a petition and sending it to the Mayors office and demanding they reopen the investigation using a 3rd neuteral party to perform the investigation just like they do with police departments by having internal affairs check out complaints about police officers.  As to Metro Animal Control their own Director did the investigation and dismisses all charges and then quits a few Months later.  Who else do you know who screws up on their job and gets a 30 day vacation with pay.  What's it take to get someone fired from this place?  This whole thing screams cover-up...

UPDATE May 15,2015:  We will also be asking Metro Animal Control and the Prosecutions Office what happened to the $235,000 in cash they found on the property?  Obviously it was confescated for being associated with this case and we would like to know what happened to the money?  What happened to the dogs?  Why wasn't ARC (Angel Rescue Corp) involved in helping to place and rehabilitate these dogs and use that $235,000 to help these dogs?

I feel the worst happened for these poor dogs and they were all euthanized and Metro kept the money and billed it under operating expenses.  Maybe Billy Biggs and JD White got a finders fee and that's how they bought their new toys...  Or were they paid off by the alleged Drug Dealer and Dog Fighter?  It's all speculation that the public is not allowed to know. 

Many Rescue Groups and Private Citizens of Nashville call this place AUSCHWITZ ANIMAL CONTROL (Animals go in but they don't come out).  Estimates of 30,000 animals (80-100 a day) are euthanized at this Metro Animal Control.  Their cremation machine operates almost 24 hours a day...  Many Animal Rescues don't want to work with Animal Control or let's say the people who run this facility.  They need to clean house.

UPDATE: June 3, 2015 - I have contacted the prosecutions office that is handling the case against the alleged drug dealer and organized dog fighter and told them that I felt that the 2 officers with Metro Animal Control of Nashville (officers Billy Biggs and JD White) are somehow involved in this case through either a pay off or bribe and she asked how do I know that? I explained to her (she doesn't want her name mentioned on this site) how does an Animal Control officer with almost 15 years experience not know what a dog breeder is and what a dog fighter is? The alleged suspect told the animal control officer Billy Biggs he was a dog breeder so they except his reasons for having all these dogs and does no further investigation. I have been in this business for almost 20 years and when I am asked to investigate and rescue animals from a dog fighting situation I ask questions.  Like if the suspect says, I am a dog breeder, I say ok, where are the puppies, with over 30 dogs on the property he must of had at least one litter of puppies and this guy has none. All the dogs are adult dogs chained to trees. (I don't know of any breeders who make money selling adult dogs.)  Another question would be, let me see your list of prospective clients who want to adopt your puppies, let me see your website, let me see pictures of your puppies available for adoption, let me see your list of adopted dogs, let me see a business license, let me see Vet bills of puppies that had their shots or follow up visits. Look around for medical equipment, bandages, a dog fighting ring, a tread mill, anything. You may not find any physical evidence because they moved it or covered it up, but you can't hide information when it comes to asking basic questions. The guy just says he's a dog breeder and Metro excepts that as an excuse for letting this night mare go on for 3 more years with 100's of dogs dieing from dog fighting. I also wanted to know what happened to the dogs?  The detective says they were rescued. I said, by who? She didn't know... I said was ARC (Animal Rescue Corp) involved in the rescue? She said she didn't know. So to her, rescued meant the dogs were removed from this property which we see on the TV interview, but nothing after that. If that's what you call rescue, then these dogs went from one bad place to another place (the pound) and evaluated as vicious and euthanized. Again, this is all speculation, because we can't get any answers. I do know that no rescue around here has stepped up and said we took all the pit bulls in and are rehabilitating them for adoption. So I ask again, where are the dogs? After I spoke with this Detective she was insulted that I was basically saying she didn't do her job right. DAH!!!!!! Your only concerned about busting the suspect and don't care about the animals. This is so wrong....  They need to reopen this investigation against these 2 officers Billy Biggs and JD White with experienced investigators with dog fighting experience.  Or call in a 3rd neutual party from another State to do the investigation.  Again, I say, this screams coverup and their going to get away with it...
