Stop working carriage horses in extreme heat!

I was driving in downtown fredericksburg on Washington Avenue, when I saw a carriage horse working. The heat index is 107 today and the horse looked overheated, was barely able to walk, and was in direct sun. I believe these horses are being overworked and shouldn't be forced to pull a carriage in extreme temperatures.
