We need to protect and support our most vulnerable citizens. Our Washington State Constitution, Article 13 makes it clear that thier care "should be fostered and supported by the State.
A Continnum of Care service model is the safest and most cost effective model to uphold our responsponsibilities and provide appropriate services to our most vulnerable citizens,
A Continuum of Care model is individualized to a person's assessed needs and is driven by their choices in care and residential and community environment.
We realize the least restrictive environment is indivually defined and we must support each person's desires and needs by allowing them to decide which is the least restrictive envrionment for them. For some this may be the Residential Habilitation Center, for others it may be a family home
This individual decision is upheld by both the US DD Act and the 1999 US Supreme Court Decision Olmstead.
