Help me keep my dog from being euthanized!

When we were in the process of moving a maintenance guy opened the fence and my dog got out. We tried to get her but animal control got to her first. She tried to grab her and she bruised/ bit her. We have moved to Copperas Cove Texas but the Harker Heights animal control refuses to release her to us because they claim she is aggressive and will require a letter from our new city to give her to us. She was only aggressive towards them because they abruptly grabbed her. She is 4, spayed, UTD on shots and is good with other dogs, people, and small and large kids. Her name is Athena or "moo moo" and she has not had a history of aggression. This was the first incident of her getting out of our fence since last year.

This morning the Harker Heights animal control called me and stated that if I don't have paperwork stating we can have her in Copperas Cove, Texas, then we have to pay to surrender her. I called Copperas Cove animal control after this conversation and they stated that they were never sent a report. At 3pm today Copperas cove states they will not allow her to live in the town as long as she is deemed dangerous.

And now Harker Heights states they will euthanize her if we do not move back to Harker Heights, get pet insurance and adhere to their requirements. I want to save my dogs life and prevent her from getting euthanized, please help me. Thank you.
