Save five cats living in filthy car with no quality of life!

There is a homeless woman living in her car with five cats. The car is packed with junk and the cats have no quality of life, sanitary conditions. They have no room to run or play. They are stuck against the car windows. There is no law in New York State for the well being,sanitary conditions or proper housing for pets so the authorities cannot help them! The homeless woman refuses all help our town, social services and Spca has offered. We even chipped in for an apartment for her which she also refused.
