Homeless man being forced out of self built makeshift house

A homeless man is being forced out of his home that he built, for it to be demolished. The small house is nessled along the wall next to a beach in Folkestone beach. It has a wooden front and a window to protect him from the sea winds and a tarpolin roof. He's also made a little garden with potted flowers. He was given an eviction notice on 28th March and must take his belongings and go back to the streets before they knock his self built home down.
Can we get 10,000 signitaures to try and get the council to let him keep his house and apply for retrospective planning.
