Demand better living conditions for dogs kept outside

    How many dogs are kept outside like prisoners not pets. Spending 24 hours a day in small pens or on chains. No protection from the sun, extreme heat, rain, extreme cold or windchill. Having to sleep in mud or their own urine or feces. Many of these dogs are chained and get hung up and are stuck like that until someone untangles them. Some go without water because it's knocked over due to having to small of space or the tie knocking it over when they move around. These are domestic animals. They are not amune to heat stroke and hypothermia. Let's start making a change to improve these animals lifes if it's necessary for them to be kept outside. Indianapolis has already past a law for animals outside to have shade if temperature rises above 80 degrees. If temperature rises above 90, below 30 , a wind chill warning or tornado warning dogs must be brought into a climate control building.
    I would also like to make cages or runs for these dogs to be a minimum of 4x8 with shade and shelter from the elements. No dogs should be tied outside for longer than an hour unless supervised. They should not be tied out in extreme weather at all.
