Allow Scotland's flag to be flown in Scotland without permission

In Scotland, permission must be sought before flying any flag, even including Scotland's national flag! 

Some local Councils are prosecuting people because they are flying their own country's national flag. This petition is asking the Scottish Government to pass a law enabling all the people of Scotland to fly their own country's national flag anywhere that they so wish whether it be council or private property or land at their own discretion, without fear of prosecution from any council or landlord or land owner.

In 2006 the equivalent law in England was changed and now in England any national flag may be flown without permission from authorities. It is ridiculous that a person in England can fly the flag of England, or even the flag of Scotland, but those same flags cannot be flown in Scotland without prior permission from authorities.
