We the people demand a “HANDS OFF” policy in honor of George Floyd. #HeCouldntBreathe

Shouldn't there be some kind of law/rule that when someone is getting detained by the law and literally can't breathe and or is getting injured, is there or should there be a "hands off" policy? A safe word??
There are definitely good cops out there and I thank you for your service, but there are also most definitely some nasty, egotistical, power high, disgustingly mean spirited cops in the bunch too and that is most definitely what we have seen here.
