Changing the way Acs handles anonymous calls

I'm trying to change the way acs handles anonymous calls and the accusations made and the fact that when the call is made and the story is found untrue families still have to be investigated and the person is free to make as many fraudulent calls as they want with no questions asked and no consequences.
