Crisis in Housing for persons with Mental Illness

  • by: Irene Dwinnell
  • recipient: Secretary of the Department of Health & Human Services: Jim Jarrard, Legislative Oversight Commitee Chairs: Justin Burr, Nelson Dollar, Louis Pate, Jr.

Those persons with mental illness who reside in "family care homes", group homes or nursing homes are at grave risk of being removed from these facilities due to changes in the Medicaid service definition. IMMEDIATE ACTION IS NEEDED in order to stop the potential homelessness of those persons who currently reside in one of the above facilities.

Facilities as noted above must have oversight & monitoring in order to ensure:

      • access to quality and germane health care

      • that living conditions meet service definitions

      • that human rights are not being violated.

      • that Legislative Oversigt Committee revisit the appropriation of $39M for Adult Care Homes to include affected group homes as well.

Savings were gained through the Medicaid Waver program therefore we ask:

      • that those savings presumed to be $50M, from the Waiver environment, be reinvested into the Mental Health System of North Carolina.
