Horrible Houston Dog Breeders: Tell The State To Repeal HB 2127

    Houston has seen an increase in unethical breeders selling puppies in parking lots. The sellers put up signs advertising the puppies as if it’s a yard sale, and the dogs are kept in tiny cages until someone buys them. Sadly, these breeders only care about profit, so they regularly overbreed dogs and sell the puppies to anyone who will buy them rather than ensuring they go to good homes.

    Selling puppies like this is illegal in Houston, but not in all areas of Texas. Thus, the breeders will do it near the edge of city limits so they can quickly escape before law enforcement arrives.

    The reason breeders can legally sell puppies like this in most of Texas is because of HB 2127, which was recently passed, despite being deemed unconstitutional by the federal government. The bill prohibits municipalities from introducing or enforcing regulations related to “the breeding, care, treatment, or sale of animals.”

    Despite puppies suffering, no new ordinances can be passed to stop puppy mills and backyard breeders from breeding and selling dogs in inhumane conditions. Sadly, many people support these businesses unknowingly, causing them to end up with a severely ill pet.

    If you spot breeders selling puppies in Houston parking lots, you can report them, but unfortunately, this issue is low on law enforcement’s priorities. The most effective way to stop these unethical breeders from hurting dogs and tricking unsuspecting customers is to start by getting rid of HB 2127 so regulations can be made.
