End the Shame! Animals are not to Blame!

Way to many homeless animals. I want the ads, suffering, and breeding to STOP!

Solution: immediate 5 year plan
Unless the breed will become instinct somehow. All breeders should lower their overhead. All overhead should be spade/neuter from vet. Just like animal control. Fines need to be given; breeders need to be held responsible.
NO more artificial pregnancies or scientific cloning.
There should be lower cost put in place for spade/neuter services and insetatives from vets to get more pets sprayed/neuter.
Breeders need to be held accountable. If they want to be grandfathered in they must do a head count, lower their overhead to a health level environment, and add the spade/neuter stop to vet. If the pet is to young; their should be a clause in the contract. At age pet is spade/neuter or returned with a rehoming fee. Chips maybe required to determine the breeder/owner at fault.
I say breeders, but regular pet owners need to be held to the same standards. After one litter; the litter and mother need to be spade/neuter. Unless the animal breed is at risk of harming the bloodline. This is where vets and vouchers, and sponsors come in.
The vets need to do their part. Make it mandatory for the next five years then we can evaluate the bill. Rabies are mandatory. If the pet has to stay at the vet there are other shots mandatory.
