Give Dogs a Second Chance: Choose Rehab, Not Euthanasia

We are advocating for a change in state and local laws to allow dogs involved in bite incidents to be evaluated and, when appropriate, ordered into behavioral rehabilitation programs instead of being automatically labeled “vicious” and euthanized. The goal is to promote compassionate, case-by-case outcomes that prioritize safety while giving dogs a second chance.

Not all biting dogs are dangerous, and many can be successfully rehabilitated with professional training, behavioral therapy, and proper care.

Many of these dogs are loving, trainable animals who deserve a second chance.

We are urging lawmakers and animal control authorities to adopt a more compassionate, evidence-based approach—one that includes mandatory behavioral evaluations and the option for certified rehabilitation programs in place of automatic euthanasia.

We are calling on state legislators, animal control agencies, and local governments to enact humane, case-by-case policies for dogs involved in bite cases.

We call on legislators and animal control boards to:

    - Mandate behavioral assessments for dogs involved in bite cases

    - Require courts to consider rehab before ordering euthanasia

    - Ensure due process for pet owners and a fair outcome for the animal

These changes would promote public safety and animal welfare.

Dogs are not disposable. Let’s build a system that protects people and gives animals a chance to recover and thrive.
