Civil rights for felons who are forced to into homelessness

There are felons in the United States who are just returning home from doing sentences who have no body to support them and are on the streets looking for resources and the doc in their states doesn't provide proper support our they don't care. Some of these felons lose parents our relatives that they need to help them transition back into their community and are gone. With this act I'm want local government around the United States especially in Wisconsin to provide and protect felons who have no options our any help for more than just shelters and a meal but a actual refuge to get out of the streets so these people can have a chance at life and not end back up in the prison system. It's called the Don't come back our way Bill. Lets get 10,000 signatures to start a nation wide fund for our brothers and sisters so when their time runs out at these shelters they can have a way to keep pushing.
