Get rid of the 7:15 rule

Brockport has this new rule where you cannot enter the building before 7:15 which is ok but us as the students do not appreciate standing outside in the cold and rain so we where implying that in the morning until 7:15 we will be able to sit in either the forum or the lunchroom until such time.
