Reforming this system means replacing wire snares and choking loops with humane capture methods, and requiring every officer and contractor involved in animal control to be certified in humane handling under proper veterinary oversight. It also means adopting the Trap-Neuter-Vaccinate-Return program nationwide, a proven, humane alternative to lethal or violent removal that actually reduces stray populations over time.
Independent oversight committees made up of veterinary professionals, legal experts, and animal welfare groups would ensure that when something does go wrong, there's real accountability instead of silence.
