Save 250 Cats at the Cognac (France) Shelter

The Feline Coalition – CAT ASPCA of Cognac is in a catastrophic situation. It can no longer feed or care for its cats.
An exceptional subsidy has been granted last November by the town council to reduce the association’s veterinary bills, but it has never been paid to the veterinarian.
Sandrine Leroux, the president of the shelter has 50 cats indoors (to be adopted or in need of special care) and 200 more on the outside, that she feeds and has treated when necessary.
From June 2012 to October 2014, the association provided the following services at the Town Hall’s request: trapping, spaying or neutering the stray cats and releasing them in their environment after keeping females at least 8 days and males at least 1 to 2 days after the operation for surveillance, feeding and necessary care as well as antibiotics. There are also transportation and mileage costs and the price of the trapping equipment. These costs are estimated at 27.000 euros on the basis of standard remuneration of cat shelters, for 28 months of work day and night as well as weekends. But Sandrine received nothing for her work and the shelter can no longer face its expenses.
When Sandrine realized she was being taken advantage of (despite all the promises to the contrary) and for lack of means to go on, she sent an invoice for her services (May 2014).
Trappings ceased October 31, 2014 on orders from the Town Hall to the veterinarian but the association wasn’t informed. Due to lack of money, Sandrine found herself incapable of saving new cats and for a while couldn’t even feed the outdoor cats. It was no longer possible to provide any of the cats with treatments of any sort including flea or ringworm prevention. Moreover, the shelter is located on town property. Even though Sandrine’s house has been adapted to the number of cats (and this work has been validated by veterinary services) the Mayor is now threatening to evict the shelter.
From now on, there will be few or no sterilizations of the feline stray population in Cognac as the Town Hall has signed an agreement with the Mixed Syndicate of the Charente Pound to trap and sterilize. The person providing these services lives in Pérignac, 45 minutes from Cognac. The much higher distance and costs mean this Syndicate will rarely be called upon. The feline stray population will thus probably proliferate rapidly.
We ask the Mayor of Cognac to honor his oral and written commitments towards the Feline Coalition – Cat ASPCA of Cognac, rather than to draw us into legal proceedings.

La Coalition Féline - SPA des Chats de Cognac est dans une situation catastrophique.

Elle ne peut plus ni nourrir, ni soigner ses chats.

Une subvention exceptionnelle a été allouée en novembre dernier par le Conseil Municipal pour alléger les factures vétérinaires mais n’a jamais été versée au vétérinaire concerné.

Sandrine LEROUX, la présidente du refuge a 50 chats en intérieur (à l’adoption ou pour y recevoir des soins) et 200 autres en liberté, qu’elle nourrit et fait soigner.

De juin 2012 à octobre 2014, l'association a effectué les services suivants à la demande de la mairie : le trappage, la remise dans l’environnement des chats errants ainsi que la garde des chattes stérilisées un minimum de 8 jours après chaque opération pour s’assurer d’une bonne récupération et l'administration d’antibiotiques. Les mâles ont été gardés 24 à 48 h pour un suivi avec nourriture et soins vétérinaires si besoin, kilométrage et usure du véhicule et matériel de trappage. Si l’on compare ces prestations à celles d’un autre refuge, ils s’élèvent à 27.000 euros pour 28 mois de travail, de jour et de nuit ainsi que les weekends. Mais Sandrine n’a rien reçu pour son travail et le refuge ne peut plus faire face aux dépenses.

Lorsque Sandrine s'est rendu compte qu’on profitait simplement d’elle (malgré toutes les promesses faites) et faute de moyens pour continuer, elle a adressé une facture pour ses services (en mai 2014). Et c'est à partir de ce moment que les ennuis ont commencé….

Les trappages ont cessé le 31 octobre 2014 sur l'ordre de la mairie au vétérinaire sans que l'association en soit informée. Faute d’argent, Sandrine s’est retrouvée incapable de sauver de nouveaux chats et même pendant un temps de nourrir les chats de l’extérieur. Plus question non plus de soins, de vaccins ou de traitements antipuce ou anti-teigne. De plus, le refuge actuel étant situé sur un terrain appartenant à la municipalité, bien que le logement de Sandrine ait été adapté aux nombre de chats (et ces travaux approuvés 2 fois par les services vétérinaires), la ville menace maintenant de l’expulser. C’est pourquoi cette pétition est si urgente.

Il n’y aura désormais que peu ou pas de stérilisation de la population féline errante à Cognac car la Mairie a signé un accord avec le Syndicat Mixte de la Fourrière de la Charente, dont le prestataire vit à Pérignac, à 45 minutes de Cognac, qui a le contrat pour les trappages et les stérilisations. La distance et les coûts font que la Mairie ne fera pas souvent appel aux services du Syndicat à cause de la distance et des coûts bien plus élevés. La population de chats des rues prolifèrera vraisemblablement très rapidement.

Nous demandons au Maire de Cognac de respecter ses engagement – autant écrits qu'oraux - auprès de la Coalition Féline - SPA des Chats de Cognac, plutôt que d’en venir à une action juridique.
