Cannabis freedom for all

In yolo county they have issued permits to a select few commercial cannabis grows then put a moratorium on issuing them after a short window of time. Since then they have been arresting and prosecuting growers that could not get a permit because of the moratorium, thus violating our 14th amendment of equal protection under the new law prop 64. They used the proceeds from the 70 permitted corporations to then fund a special cannabis task force that would come guns drawn to eradicate any competition. What we need to change is the requirement to get a permit in the first place, this is a state law that should allow all citizens to participate if they wish. The regulations should not be any different than rosemary or tomatoes. Which there is no permit required to grow plants. For example hops produces thc but is not outlawed and does not require a permit. The proceeds from cannabis that the county collects should only go to education not militarizing the police with drones and new vehicles. Yolo county has the lowest ranked education in the entire state and could use these funds.
