ANTI-PUPPY MILL/IRRESPONSIBLE BREEDER LEGISLATION

Irresponsible breeding practices keep our shelters overflowing with unwanted pets. Breeders keep breeding more dogs and selling them to just anyone, without any kind of responsibility for their actions.

I propose that all breeders be required to micro-chip their dogs before sale, with the name of the breeder. If one of their dogs end up in a shelter due to an irresponsible sale, the breeder should be made to pay hefty fines.  They should be forced to find suitable homes for them, show proof of suitable adoption for each animal they sell.  At $1000 per dog initial fine, it wouldn't take long before these puppy mills change their practices, or are forced out of business.
