Make accountable the richest industries on earth that pollute it to the fullest extent of the law. Every time they or their affiliates pollute, they pay. Oil Spill, they pay. Boat leaks, they pay. A automatic non negotiable $1 billion dollar (or Euro) Fine. This would be a future law that would be passed and enforced by international treaties.
