OKAYAMA International Centre, Prefecture Bankrupt due to racism, nepotism and curruption

Okayama International Centre and the prefecture is bankrupt due to racism pro white only English teacher policy in slecting English teachers by the prefectural government, nepotism in recruitment, corruption in Law enforcement and ever spreading Japanese Yakusa, child prostitution, childpornography,drugs and non payment of salaries and overtime to Prefectural employees due to lack of funds while the incompetent Governor, sorrounded by a bribe taking corrupt civil servants subsisting on kick backs on construction projects ( for example a huge Junior high School right in front of the Prectural headquarters was demilished to build a library when a large solid library made of concrete did exist) non priority and the government short of sixty billion to run the prefecture for the next year. Elections to the prefectural Assembly went to the opposition in a great majority and the governor is pussilinomous with money squandered while the crime rate , drugs by foregners and gansterism prevail due to bribery to senior police personnel at the Prefectural Headquarters branch.
The International Centre was built at an enormous cost in a 9 story complex with large rooms, theater, conference hall with simultaneous translations but run by family and freinds of the corrupt Governor and his senior advisors whose do nothing policy only grant coporate favours to freinds and second employers in back rooms of the prefectural Head quaters. Racism is in two ways, one rental of rooms is double the charge when a foreigner rents to teach and English while Japanse companies rent at half the rate of that of a foreigner. Teaching appointments only to whites on the policy that only whites know English, or a few blacks from USA only. White worshipping policy made this centre and the education system defunct and now the international center's leading lady is a former mistress of the former late governor who is impolite and arrogant to visitors and lights are switched off at 6 pm despite the opening hours are 10 am to 9 pm . The car lift type modern car park is not operated and security staff disbanded due to lack of funds to pay salaries and staff mainly consist of ladies either mistresses of Civil servants or relatives who arrongantly serve in gross mismannered way.
The Director General (no stars!)of the International Center is a retired, cannot underatand basic English! and over aged Civil Servant belonging to the ruling poltical party and does nothing but drink coffee and waits in an air conditioned room with his "privatev secretary" a young damsel servicing himself at the expenditure of the Prefecture. Room rental is not encouraged as these do nothing corrupt officials don't speak Englsh and clueless of International Laws and internationalism and are retired civil servants who are rich from kick backs and does not follow any Constitutional conventions and operate with indigenous laws by the equally corrupt Governor who spends his time in dealings in Hostess clubs, in Japanese business style drinking and enjoying the young hostesses at State expenses paid by credit cards by the Prefectural government.
Purchases to the prefectural government is by the liesure of the governor and his Permanant secretary who had used prefectural Government money in Hundreds of millions to develop his private family property in a place called Hoshiko in the name of a tourist resort by renewing his own home and of some City councillors of Hoshikowhere no one dares tread and the project too bankrupt as is a corrupt one built in bad faith ton develop private property.
So both the Prefecturl Government and the white elephant International Center is a hot bed of corruption ignored by the Central Government.
The Central Government should take over this International Center and employ a proper English speaking Manangement and eradicate corruption, nepotism and white only racism in an era where the leader of the free world is a black man ending white only racism.
Of course the governor will be in the oblivion in the next gubertorial elections as well known for his doing nothingness and developing a financial crisis on to a bankrupt Prefectural Assembly.
