Raise Penalties for Animal Cruelty

Harsher penalties for animal abuse and cruelty will discourage people from engaging in these horrible crimes.  Animals feel pain and are dependent upon humans, just as children are dependent upon adults.  The goal of this petition is to raise the MINIMUM prison sentence in animal cruelty/neglect cases to 15 years.

We, the undersigned, believe that animals deserve humane treatment.  It has been scientifically proven that serial killers often start their "careers" by torturing animals.  Therefore, we believe that harsher penalties for animal cruelty must be enacted including, specifically, a fifteen (15) year MINIMUM prison sentence for the deliberate torture of an animal.
