Turkey-Stray Animals the violation is not prosecuted

 

Five years have passed since the animal protection law no. 5199 came into force. However, most town councils do not take it seriously. They evade the responsibility which this law gives them. Instead of founding animal shelters and vaccinating and rehabilitating animals, they simply remove the animals secretly or openly.

It is a fact that in many provinces, towns and villages animals are infected with rabies because they are not vaccinated. In these cases, law no. 3285 is applied immediately and the animals are removed. By doing so many innocent animals are killed according to the motto and what if the animal is really ill?

In some countries it is still commonly believed that one can bring a disease under control by killing the sick animals. These animals are killed with barbaric methods because people think that one can gain control over the disease in this way-even if it is only temporary.

While on the one hand our lawmakers are encouraging state institutions to do their duty and carry out protective vaccinations, reports about mayors who do not fulfil this duty are not prosecuted under the protection of the Ministry of the Interior.

How can a law be enforced if the violation of it is not prosecuted? If mayors who do not fulfil their duty, disregard legislation and by doing so contribute to the spreading of the dangerous disease rabies are not prosecuted, how is this law to be enforced?
