Please Amend the Chaining Law For Dogs In Greece

We understand that The Greek Animal Law is being debated in Greek Parliament during September 2013 and that amendments will be made to this law.
We ask that the chaining law for dogs in Article 1 paragraph b is amended. At present it states that 'Their stay in a dry and clean place protected from weather conditions without them being permanently chained/tied and live in inappropriate structures(eg made of metal)'
We would ask that you remove the word 'permanently' from Article 1, Paragraph b. At present it is too easy for owners who chain/tie their dogs to escape prosecution; by saying they take them for a walk once or twice a day and it is difficult to prove otherwise. We the undersigned would ask that you amend the wording to enable people who chain their dogs to be prosecuted successfully under Greek Law and thereby improving the lives of countless dogs here in Greece.
