Stop the abuse of the system

There is a large amount of people abusing the system to get money, food, housing, medical assistance, ect by having multiple children.  This is a request for law makers to step up and take action against this. There needs to be better and or more guidelines put in place to prevent lazy people from "legally" stealing tax payers hard earned money!
