Demand Animal care for low income or unemployed pet owners

*Need a law passed to grant pets in low income or unemployed homes emergency medical care even if pet owner can't afford to pay & doesn't qualify for care credit plans.
* No hospital can refuse emergency care to a person if they can't pay, animals have the same basic needs for survival as a person & should be granted the same basic right to be treated for medical care.
* No animal should suffer or die because a veterinarian won't accept & treat them when owner can't pay.
* If an animal is vomiting, has fever, is bleeding badly, not eating or drinking, has discharge from eyes & nose, blood in stools ALL Veterinary care establishments SHOULD BE REQUIRED to treat ANY pet with this problem & should be REQUIRED to provide payment plans without credit or have some form of way to waive the cost if proof of being denied for care credit card & lack of money.
