enforceable dog ordinance demanded by citizens of Lamar county outside city limits

As the county of Lamar has grown outside the city limits and lot sizes become smaller, the incidents of dog/human interactions concerning bites, attacks, chasing and property destruction has grown also. As more people keep breeds capable of severe wounding and killing and in the light of the woman attacked and eaten by a pack of loose dogs in said county, we the citizens of Lamar County, Texas who live outside the city limits, demand the addition of a leash or containment law by commissioners (or other county government) giving authorities proper direction, power and specifics when dealing with dogs who come off their premises that show aggressive behavior towards citizens wanting to safely enjoy public roads while hiking, walking their dogs, biking or horse back riding or other outdoor activities. This law should not affect dogs who show no aggressive behaviors. Law should also include that owners are responsible to pay for damages or death done by their dogs on or off their property.
