Stop Adult Bullying

I've noticed that police won't protect grown adults from verbal and mental harassment. There is a government service called Child Services that would step in to stop that type of harassment, but they only protect children. 
What about the adults in this country that try hard to be productive citizens and actually work and pay taxes? Don't they deserve protection from the career criminals and abusive people who try to take advantage of them?
I've found other petitions about workplace bullying, but the abuses don't stop there. Some adults get assaulted at work, at home, and in public places based on age and mental capacity.
It's just not right, and anyone caught hurting a defenseless person should be brought to justice and sentenced accordingly.
