Presently the Government of BC requires any person with disabilities recieving provincial assistance, (PWD) to apply for Early Cpp at age 60.  This allows the provincial govenment to reduce the amount of support they provide to the individual over the 5 year period between age 60 and 65.  In turn the individual will lose 36% of their CPP entitlement for the remainer of their lives.
