Justice for kitten Ruben's death

My kitten was run over brutally by my neighbor. As a TNR rescuer I have a small colony in my backyard. They have tormented me over the years by harassing language and calling the city to remove the cats. The 2 cats are not in their way as they stay to my yard. The driveway is shared yet they monopolize it with no words from us because they are very insulting about the cats. We keep quiet because the cats safety is paramount so we don't antagonize in case they hurt the cats. A recent young kitten came about 3 weeks ago. He was being rehabilitated for adoption. My neighbor said he saw him yet he sped up in the driveway and the kitten had no chance to outrun an SUV.
