HELP US STOP STUPID WINNIPEG DRIVING

hey a few months ago my pug was run over by this guy who wanted to beat these people to the blinking lights and he hit my pug who was running to get into my mom's car because she escaped from my house and i was calling her but she was to excited to come back to me so she continued across the street and the sad part is she didn't make it :( and the guy stopped an then just bolted agin and i just want these people off the road because what if my dog was a kid ? that would've been a kids life taken because of stupid drivers
